Chapter III: Methodology
Introduction
The third chapter will concentrate on the problem of police officer-involved shootings,
specifically examining three fatal cases that occurred in different parts of the United States: the
shooting deaths of Michael Brown in Ferguson, Missouri; Tamir Rice in Cleveland, Ohio; and
Anton Rose in East Pittsburgh, Pennsylvania. All three of these cases occurred in different parts
of the country. These cases were selected because the chief police executives of the separate
departments saw very diverse consequences due to their involvement.
In Chapter 2, we underlined how critical it is for the efficient operation of a police force,
as well as its overall performance, to have a strong organizational culture and strong leadership.
We brought attention to the shift toward more democracy. We shared leadership styles and
established four primary leadership styles: transactional/charismatic, passive/avoidant,
authoritative, and transformational/emotionally intelligent. In addition to this, we talked about
the significance of having excellent communication skills and the capability of communicating
with subordinates in a manner that is "high context."
An investigation must be conducted into how organizational culture and leadership can
play a role in the results of police officer-involved shootings. This is because of the substantial
influence that both of these aspects have in a police department. The purpose of our research
questions in this study is to understand the environmental, cultural, and leadership elements that
contributed to the police chiefs remaining in their posts, being relieved of command or the
organization's termination as a whole. More specifically, the following are some of our study
questions:
i. What specific circumstances surrounding the shootings led to the police chiefs
remaining in their positions, being relieved of command, and the agency's organizational
termination simultaneously?
ii. What internal cultural aspects regarding the agencies contributed to the police chiefs
either remaining in their positions, being relieved of command, or resulting in the
agency's organizational termination? iii.
iii. What leadership characteristics did the many police chiefs possess that either allowed
them to continue serving in their roles, caused them to be removed from command, or
ultimately led to the end of the agency as an organization?
The purpose of this study is to give a comprehensive examination of the circumstances
that contributed to the three various outcomes that occurred after a police officer was involved in
a shooting by addressing the research questions that are posed here. We hope that by conducting
this analysis, we will be able to shed light on the role that organizational culture and leadership
play in the handling of incidents of this nature, as well as offer insights into how these factors
may be addressed in the future to improve the functioning and performance of police forces.
To investigate these research issues, we will be conducting a case study analysis of the
three cases of shootings involving police officers that were discussed earlier. Case study research
is ideally suited for investigating complicated topics in the settings in which they occur naturally.
It also allows one to understand the causes and effects of the events being studied (Yin, 2013).
We may acquire a clearer understanding of the influence these aspects played in the outcomes
for the top police executives if we examine the factors surrounding these shootings from the
perspectives of the situation, the internal culture, and the leadership of the organization.
Thomas Jackson, the chief police executive in Ferguson, Missouri, was ultimately
dismissed from his position after the fatal shooting of Michael Brown in that city. In contrast, the
chief police executive in the case of Tamir Rice in Cleveland, Ohio, Calvin Williams, was
allowed to keep his position. In contrast, the chief police executive in the case of Anton Rose in
East Pittsburgh, Pennsylvania, Lori France, resulted in the agency's organizational termination.
Both cases took place in the United States. By examining these three cases, we will be able to
investigate the exact causes that led to the various outcomes and recognize any patterns or trends
that may be present.
